Prepare, protect, empower people in times of change

In this keynote intervention, Executive Vice-President Roxana Mînzatu highlighted the importance of a strong social Europe in times of rapid economic and technological change. 

Executive Vice-President Mînzatu stressed that Europe should not resist change but shape and govern it, ensuring that people benefit from new opportunities while being protected from emerging risks. A strong social dimension, she argued, is also essential for maintaining Europe’s competitiveness. 

A key priority is improving preparedness, including better anticipation of future skills needs and stronger investment in skills development. This will help workers adapt to evolving labour markets while supporting Europe’s economic resilience. 

Executive Vice-President Mînzatu emphasised that policies must aim to prepare, protect and empower people, ensuring that the green, digital and demographic transitions create opportunities for all.
