Helping vulnerable people in the clean transition: the role of the Social Climate Fund

Conferences and summits

How can the EU ensure that the clean transition is fair and inclusive for everyone?

Join us on 5 March 2026 for a high-level conference on the Social Climate Fund (SCF), the EU’s new fund to support people and businesses most impacted by the new emissions trading system covering transport and buildings (ETS2).

The Social Climate Fund which runs from 2026 to 2032, will mobilise €86.7 billion. To access funding, Member States must transpose the ETS2 Directive and submit their Social Climate Plans to the Commission, setting out measures to support vulnerable households, transport users and micro-enterprises as Europe moves towards climate neutrality.

This event marks the start of the rollout of the Social Climate Fund and provides a platform for policy makers, stakeholders and experts to exchange how the SCF can deliver tangible results for those most affected. It will also enable the sharing of best practices on the Social Climate Plans.

Discussions will focus on:

  • How can Social Climate Fund effectively target vulnerable groups?
  • What investment approaches can best address energy and transport poverty in the diverse specific contexts?
  • How can cooperation between European, national, regional and local authorities, social partners and civil society maximise the impact of the SCF on the ground?
