Cross-border healthcare in the European Union is governed by two parallel legal frameworks: the social security coordination rules under Regulation (EC) No 883/2004 and the Directive 2011/24/EU. While both aim to facilitate access to healthcare across borders, their interaction remains complex and continues to raise important legal and practical questions.

This webinar explored the relationship between these two instruments, examining their origins, key similarities and differences, and the challenges arising from their parallel application. It also provided an overview of recent figures on the use of cross-border healthcare under the Coordination Regulations and Directive 2011/24/EU, highlighting trends and persistent obstacles faced by citizens and administrations. Finally, the discussion addressed current legal developments concerning the combined applicability of the Regulation and the Directive, with particular attention to emerging issues such as telemedicine, the interaction between public and private insurance schemes, and the boundaries between healthcare and long-term care.
