MoveS seminar: New developments and challenges in intra-EU mobility and Social Security coordination: posting, frontier work, seasonal work, and teleworking

The EC-funded MoveS network (Free Movement and Social Security Coordination) organised a seminar in Madrid (Spain) on Friday 17 October 2025.

The seminar was organised by MoveS, in collaboration with its Spanish national expert prof. Dolores Carrascosa Bermejo. MoveS is an EC-funded network of independent experts from 32 European countries coordinated by Eftheia and Deloitte.

The Spanish Seminar on “New Developments and Challenges in Intra-Community Mobility and Social Security Coordination” opened with an overview of the European MoveS project and key updates from the European Commission. The event was structured around three roundtables:

  • The first roundtable examined the legal regime for posting workers, especially third-country nationals, addressing issues such as required permits, the binding nature of PD A1 documents, and the European Labour Authority’s role.
  • The second roundtable focused on social protection for frontier and seasonal workers, highlighting recent rulings by the Court of Justice of the European Union (CJEU). It also addressed the differences in social protection and the reasons for the mobility of frontier workers, depending on the geographical area of the EU in question. Finally, it addressed the main social security coordination issues (particularly social security benefits) that have been brought before the Spanish courts.
  • The third roundtable explored legislation within the framework of coordination regulations. It analysed the practical problems faced by companies in situations of intra-Community mobility. The discussion also covered the main developments in this area, particularly in cases of cross-border teleworking. Topics included the application of different conflict rules, agreements between national authorities, and the new rules on teleworking, including the Framework Agreement of July 2023, as well as new national regulations and guidelines affecting companies in the EU.

Each roundtable included specific presentations on the aforementioned topics, followed by a joint discussion in which all participants had the opportunity to share their views.
