Peer Review: Equal access to goods and services for persons with disabilities through reasonable accommodation and accessibility measures

On 19-20 January 2026, a Social Protection Committee Peer Review on Equal Access to goods and services for persons with disabilities through reasonable accommodation and accessibility measures was held in Berlin.

It was proposed by the German Federal Ministry of Labour and Social Affairs. Peer countries that joined the review were:

  • Belgium
  • Spain
  • Hungary
  • Slovenia

This peer review focused on concrete ways to ensure access for persons with disabilities on equal basis with others. It was intended to help identify good practices in all types of legislation and in the practical application of the law in this area. The discussion addressed the following aspects in depth: 

  • concepts of accessibility and  reasonable accommodation
  • roles of accessibility and  reasonable accommodation in achieving equal access
  • integrating accessibility and reasonable accommodation in legislation
  • sector-specific implementation and good practices
