The paper has been prepared for the December 2024 Peer Review on Social Protection and Inclusion for Older Persons in Oslo, Norway, following the host overview on national policy. The aim is to give an overview of national legislation of care1 services to older people and their social inclusion and to describe how recent reforms shifted from the responsibility of the state to the responsibility of the individual in Lithuania.
