Social dialogue in the Commerce sector covers activities related to NACE (Rev.2) codes 45, 46 and 47, which includes: 

  • vehicles wholesale, retail and repair,
  • wholesale trade,
  • retail trade.

The sectoral social dialogue committee has been created in 1999, replacing the informal working group previously functioning since 1985. 

The EU Commerce sector employs close to 30 million people in around 5,8 million enterprises in 2020 (Eurostat SBS). The commerce sector is a significant contributor to employment in the EU, being second in many countries only to the manufacturing sector. 

The sector faces the following main challenge:

  • rapidly evolving business models, including growth of e-commerce, blurring distinction between e-commerce and bricks and mortar commerce, with many of the latter also offering online sales
  • green and other digital transformations
  • labour shortages and attractiveness of the sector
  • violence and harassment on the rise (by clients)
  • supply chain disruptions and sustainability.
