Local and regional governments - Sectoral social dialogue

Social dialogue in the local and regional government sectors covers activities related to NACE (Rev.2) codes 84, 87, 88 and 91 that fall under the governance of a local or a regional government (LRG), which include: 

  • administration of the state, economic and social policy, (administrative workers, fire-fighters, public order, etc.)
  • residential care activities (nursing, services to the elderly, etc.)
  • social work activities without accommodation (child day-care)
  • libraries, archives, museums and other cultural activities

The sectoral social dialogue committee has been created in 2004, replacing the informal working group previously functioning since 1996. 

The EU LRG sectors employed about 11.3 million workers in 2018 with around 330,000 institutional employers (Eurofound Representativeness study, 2020). 

The sector faces the following main challenges:

  • the impact of the digital transition, regarding the access to local services or the deployment of broadband
  • the implementation of the green transition at local level
  • austerity measures and administrative reforms
  • ensuring socially responsible procurement.

  • the economic crisis and its impact on local and regional government
  • migration and anti-discrimination guidelines
  • restructuring - implementing the CEMR-EPSU joint framework on restructuring for local and regional government
  • information and consultation rights - minimum standards
  • socially responsible procurement
  • social services
  • health and safety at work
  • violence - follow-up guidelines on third-party violence
  • gender equality - follow-up on guidelines
