Ever since the start of the war of aggression against Ukraine, the EU has adopted various measures, such as economic assistance, humanitarian aid, civil protection support as well as capacity-building among Ukrainian armed forces.

Given that quality assurance will remain a fragmented field, often implemented at regional or local level, the European Commission should reach out to sub-national authorities and stakeholders to discuss the concept behind, and the potential role of the forthcoming framework.
