Latvia hosted the third EQAVET peer review of the 2024-26 cycle on ‘Good governance and quality culture at VET institutions in Latvia’

The peer review gathered Latvia’s State Education Quality Service, Ministry of Education and Science, VET institutions, stakeholders and EQAVET members to discuss governance, quality culture, and the impact of change management on VET institutions

The Latvian State Education Quality Service (SEQS) hosted a peer review on ‘Good governance and quality culture at VET institutions in Latvia’ in Riga, Latvia, on 25-26 September 2024. Six EQAVET Network members from Austria, Bulgaria, Finland, Lithuania and Serbia participated as peers, while representatives from the Ministry of Education and Science, VET institutions and other stakeholders shared their quality assurance (QA) practices. 

The hosts introduced the Latvian VET system, which includes 53 institutions and around 28,000 learners, and emphasised its work-based learning approach. Over the past decade, major reforms have modernised the system. The SEQS is now preparing for a reformed school accreditation process with a detailed evaluation framework and a quality monitoring system with digital tools.

The peer review allowed participants to reflect on good governance and quality in Latvian VET institutions. Discussions covered the external evaluation system of VET schools, including key indicators, data collection, and the shift toward institutional accreditation. Other key topics included work-based learning and an early warning system for dropout prevention.
