Social dialogue in the steel sector covers activities related to NACE (Rev.2) codes 24.1, 24.2 and 24.3, which include: 

  • manufacture of basic iron and steel, and of ferro alloys,
  • manufacture of tubes, pipes, hollow profiles and related fittings, of steel,
  • manufacture of other products of first processing of steel. 

The sectoral social dialogue committee has been created in 2006, replacing the  mixed committee for the harmonisation of working conditions in the steel industry was established in 1954 by the European Coal and Steel Community. 

In 2021, the steel sector in EU employed 308,000 people directly and was responsible for up to 1.53 million indirect jobs (European Steel Technology Platform, 2021). 

The sector faces the following main challenge:

  • cost and availability of raw materials and energy
  • environmental and climate change regulation, such as green market leads, Ecodesign for Sustainable Products Regulation or the Circular Economy package
  • competition and trade barriers from non-EU country producers and unfair trade practices
