Note
Residents of the other Nordic countries (Denmark, Finland, Iceland and Sweden) need only to show a valid national ID card to access public healthcare in Norway.
Non-EU nationals can only use their EHICs in Norway if one of the following conditions is met:
- they are a co-insured family member of an insured EU national
- they are a resident of Finland, Iceland, Denmark or Sweden
- they are a stateless person according to Article 1 in the UN 1954 Convention relating to the Status of Stateless Persons, or
- they are a refugee according to Article 1 of the UN 1951 Refugee Convention
- covered under social security agreements with the Netherlands, Austria or Luxembourg

Treatment, coverage & costs
Doctors
- To receive emergency or essential treatment, you should preferably go to an accident and emergency department ('legevakt') or a general practitioner working for the public healthcare system. Show your European Health Insurance Card (EHIC) and your passport or other identification.
- To obtain treatment by a specialist, you usually need a referral from a general practitioner (GP).
- Provided that you have a valid EHIC, you will only pay a patient contribution for your treatment on the same terms as a person living in Norway. Patient contribution may vary depending on the service provided.
Dentists
- Dental treatment is usually non-refundable in Norway, except for children.
Hospital treatment
- You must be referred by a doctor to receive hospital treatment.
- In an emergency, you can get treatment in the nearest public hospital.
- In-patient treatment is free of charge.
- For out-patient treatment, you will need to pay a patient contribution. Patient contribution may vary depending on the service provided.
Prescriptions
- Prescription medicines can be collected at any pharmacy. Charges may vary.
Ambulance
- Ambulance transport is free of charge in emergencies.
Air ambulance
- There are no special rules for transport by air ambulance.
Reimbursement
If you had to pay for medical care, contact your national health insurance provider when you get home to claim a refund.

Patient contribution
When presenting your European Health Insurance Card together with a valid ID, you should only be charged a patient contribution. If you have paid over a certain amount in patient contributions, the exceeding amount may be reimbursable.

Dialysis, oxygen & chemotherapy
- If you are in need dialysis, oxygen therapy or chemotherapy during your stay in Norway, you must arrange the treatment in advance of your stay.
