Council Regulation (EEC) No 1408/71 of 14 June 1971 on the application of social security schemes to employed persons, to self-employed persons and to members of their families moving within the Community.
As from 1 May 2010, it is replaced by Regulation 883/2004 for EU nationals. It continues to apply in Norway, Iceland, Liechtenstein and Switzerland until the current agreements with EEA and Switzerland are amended and to nationals of non-EU countries, legally resident in the territory of the EU, until the European Council reaches an agreement on the extension of the new regulations.
Council Regulation (EEC) No 574/72 of 21 March 1972 laying down the procedure for implementing Council Regulation (EEC) No 1408/71. Regulation (EC) No 883/2004 entered into force on 1 May 2010 and currently applies only within the EU. Together with the Implementing Regulation 987/2009, this legislative package is referred to as "modernised coordination" of social security systems.

Council Regulation (EC) No 859/2003 of 14 May 2003 extending the provisions of Regulation (EEC) No 1408/71 and Regulation (EEC) No 574/72 to nationals of third countries who are not already covered by those provisions solely on the ground of their nationality.
The Administrative Commission for the coordination of social security systems comprises a representative of the government of each EU country and a representative of the Commission. It is responsible for dealing with administrative matters, questions of interpretation arising from the provisions of regulations on social security coordination, and for promoting and developing collaboration between EU countries.
The composition, operation and tasks of the Administrative Commission are laid down by Articles 71 and 72 of Regulation 883/2004 (see above).
The judgments of the Court of Justice are limited to the interpretation of the social security coordination provisions in the light of a particular case. This interpretation is binding, however, on all parties involved (national courts, social security institutions, individual persons).
