European Network of Public Employment Services - Attracting skilled labour from third countries: The role of Public Employment Services

This paper aims to explore the current and evolving role of public employment services (PES) in the international recruitment of skilled labour. It highlights existing practices, identifies gaps, and develops recommendations for a more active involvement of PES in the international recruitment of skilled labour.
The paper brings together the findings from a survey on ‘The role of PES in the international recruitment of skilled talent’ which was launched in September-October 20234, the contributions from the PES during the PES Network Seminar which took place in Brussels on 28 November 20235, and the existing literature.
