Member States implement the Youth Guarantee based on their national Youth Guarantee implementation plans. These plans were drafted first in 2014 following the adoption of the Youth Guarantee Council Recommendation in 2013. Many countries have updated their Youth Guarantee implementation plans after the entry into force of the reinforced Youth Guarantee in 2020.
The plans identify the measures to be taken to implement the Youth Guarantee in each Member State. They outline timelines for youth employment reforms and measures, the roles of public authorities and other organisations, and how these activities will be financed.
In every Member State, a Youth Guarantee coordinator oversees the implementation of the Youth Guarantee at national level and acts as a contact person towards the European Union on the Youth Guarantee.
Young people can register for the Youth Guarantee at the national level contact points.

Croatia presented a Youth Guarantee Implementation Plan on 27 December 2013, updated in April 2014, 2015, 2017 and in 2019. For the current period, Croatia presented an implementation plan in 2022 (in Croatian).

Romania presented a Youth Guarantee Implementation Plan on 24 December 2013, updated in September 2017. In May 2021, the 2021-2027 National Strategy for employment was adopted, which includes also the Youth Guarantee implementation plan.

Slovakia presented a Youth Guarantee Implementation Plan in February 2014, revised in April 2014. The latest version of the Slovak Youth Guarantee Implementation Plan was adopted in May 2024. It includes also an evaluation of the measures implemented so far. The national plan is updated and evaluated every year.

Slovenia adopted a special Youth Guarantee Implementation Plan for 2014 – 2015 and later Youth Guarantee Implementation Plan for 2016-2020. Youth Guarantee Implementation Plan for current period is part of Active Employment Policy Guidelines 2021-2025.

Spain presented a Youth Guarantee Implementation Plan on 19 December 2013.
Spain has also passed a strategy for 2021-2027 "Youth Guarantee Plus of decent work for young people". It was passed as an agreement of the Council of Ministers and acts as the roadmap for all relevant stakeholders implementing Youth Guarantee. You can find more information (in Spanish) here.
