Member States implement the Youth Guarantee based on their national Youth Guarantee implementation plans. These plans were drafted first in 2014 following the adoption of the Youth Guarantee Council Recommendation in 2013. Many countries have updated their Youth Guarantee implementation plans after the entry into force of the reinforced Youth Guarantee in 2020.
The plans identify the measures to be taken to implement the Youth Guarantee in each Member State. They outline timelines for youth employment reforms and measures, the roles of public authorities and other organisations, and how these activities will be financed.
In every Member State, a Youth Guarantee coordinator oversees the implementation of the Youth Guarantee at national level and acts as a contact person towards the European Union on the Youth Guarantee.

Youth Guarantee implementation plans
Below you can find the implementation plan for a specific country, when published. All plans are published under the responsibility of the corresponding Member State.
Austria presented a Youth Guarantee Implementation Plan on 12 March 2014. In September 2020, the Austrian federal government adopted the national Youth Strategy. Please find more information on labour market support for young people in Austria.
Belgium presented a Youth Guarantee Implementation Plan in December 2013, updated in April 2014. It includes 4 distinct sub-plans, established at Regional/Community level.
Bulgaria presented a Youth Guarantee Implementation Plan on 20 December 2013, updated in May 2014.
Croatia presented a Youth Guarantee Implementation Plan on 27 December 2013, updated in April 2014, 2015, 2017 and in 2019. For the current period, Croatia presented an implementation plan in 2022 (in Croatian).
Cyprus presented a Youth Guarantee Implementation Plan in 31 December 2013.
The Czech Republic presented a Youth Guarantee Implementation Plan on 4 December 2013, revised in April 2014.
Denmark presented a Youth Guarantee Implementation Plan on 14 April 2014.
Estonia presented a Youth Guarantee Implementation Plan on 30 April 2014, updated in September 2017.

Finland presented a Youth Guarantee Implementation Plan on 16 May 2014. More up-to-date information on the Youth Guarantee in Finland on the national Youth Guarantee website.
France presented a Youth Guarantee Implementation Plan on 22 December 2013.
Germany presented a Youth Guarantee Implementation Plan on 8 April 2014. For the reinforced Youth Guarantee, Germany has adopted a national implementation plan.
Greece submitted a Youth Guarantee Implementation Plan on 31 December 2013, last updated in November 2018.
Hungary presented a Youth Guarantee Implementation Plan on 6 December 2013, updated in April 2014.
Ireland presented a Youth Guarantee Implementation Plan on 20 December 2013. For the current period, Ireland has adopted a strategic framework Pathways to Work 2021-2025.
Italy presented a Youth Guarantee Implementation Plan on 23 December 2013, updated in 2017. Following the Council Recommendation on 30 October 2020 (2020/C 372/01) on a reinforced YG, the Italian strategy to support youth employment is framed into three main key initiatives: i) NRRP M5C1 Reform “Garanzia di occupabilità dei lavoratori” (Employability guarantee of workers); ii) 2021-2027 National Programme “Giovani, donne e lavoro” (Youth, Women and Jobs)”; iii) Decree-Law n. 60/2024 for strengthening limited numbers of targeted measures supporting youth employment (Self-employment support for Central and Northern Italy; "Resto al Sud 2.0" initiative; Youth Bonus; and Self-employment Incentives).
Latvia presented a Youth Guarantee Implementation Plan on 20 December 2013, updated in April 2014.
Lithuania presented its first Youth Guarantee Implementation Plan on 18 December 2013, updated in November 2014.
On 4 February 2021, Lithuania presented an action plan for the implementation of the reinforced Youth Guarantee.
Luxembourg presented a Youth Guarantee Implementation Plan on 9 May 2014.
Malta presented a first Youth Guarantee Implementation Plan on 28 February 2014 and has presented an update in November 2015.
The Netherlands presented a Youth Guarantee Implementation Plan on 7 April 2014.
Poland presented a Youth Guarantee Implementation Plan on 23 December 2013, revised in October 2015.
Portugal presented a Youth Guarantee Implementation Plan on 31 December 2013. In 2021, Portugal adopted a new Youth Guarantee implementation plan.
Romania presented a Youth Guarantee Implementation Plan on 24 December 2013, updated in September 2017. In May 2021, the 2021-2027 National Strategy for employment was adopted, which includes also the Youth Guarantee implementation plan.
Slovakia presented a Youth Guarantee Implementation Plan in February 2014, revised in April 2014. The latest version of the Slovak Youth Guarantee Implementation Plan was adopted in May 2024. It includes also an evaluation of the measures implemented so far. The national plan is updated and evaluated every year.
Slovenia adopted a special Youth Guarantee Implementation Plan for 2014 – 2015 and later Youth Guarantee Implementation Plan for 2016-2020. Youth Guarantee Implementation Plan for current period is part of Active Employment Policy Guidelines 2021-2025.
Spain presented a Youth Guarantee Implementation Plan on 19 December 2013.
Spain has also passed a strategy for 2021-2027 "Youth Guarantee Plus of decent work for young people". It was passed as an agreement of the Council of Ministers and acts as the roadmap for all relevant stakeholders implementing Youth Guarantee. You can find more information (in Spanish) here.
